思科2600路由器V35业务开通

先说组网   S2600---V35光猫--------PDH光端机---E1----SDH-----省总行路由器（思科型号未知）

全程开通后，业务不通，本地S2600设备物理接口UP，协议接口DOWN，从V35光猫向省行侧环回，省行可以看到环回，而向S2600环回，看不到环回，V35光猫、连接线缆、S2600路由器均更换过，基本可以排除硬件问题。由于本人不熟悉S2600配置，因此怀疑是S2600配置问题。


1、据总行客户反映，V35业务使用HDLC封装，V35是非帧，2M带宽。地市侧S3600无需配置其他信息，在serial 1/3口配置 一个iP 地址即可，查看running config 如下：只在serial1/3接口下存在一个IP地址：ip address 144.32.248.210 255.255.255.252
再无其他配置。
2、进入serial1/3接口查看端口信息如下：

上面可以看出封装没有问题，但是一个高手说是带宽只有128K，无法达到2048K，是这个原因，吗？如何解决？

如上红字部分，高手说因为是低速端口达不到2048K带宽所致，需要更换路由器，请问是否正确？谢谢！
