华为MA5606T,同一个分光器下只能有一个光猫正常上网

组网拓扑 : 外网光猫中兴F607(IP 172.16.16.1)----(ethernet0/0/1)华为S2309二层交换机(GigabitEthernet0/0/1)----(0/1/0)华为OLTMA5606T(epon0/3/1)------分光器-------光猫HG8321R(3个)
网络参数：VLAN10 用来上网 VLAN99 用来管理交换机和OLT。
故障现象：3个光猫不能同时ping通 172.16.16.1这个IP,只有一个光猫能ping通，不知道什么原因，由于刚刚学习EPON技术，请各位老师指导，万分感谢。
