不知是否已经有人发过，附件是这次ZTE禁运事件的美商务部官方文档
Denial Order是正文，另一个是去年美商务部内部写的总结性文档

正文有句话挺有意思的，老美觉得ZTE声辩的核心意思就是：
The heart of its argument is the question, posed by the company in rhetorical fashion, asking " why would ZTEC risk paying another $300 million suspended fine and placement on the denied parties list, which would effectively destroy the Company, to avoid sending out employee letters of reprimand and deducting portions of employee bonuses?"

“ZTE为什么会为了涉事员工的利益而承受面临额外3亿美刀罚款的风险？”
