由于X市社会经济快速发展，目前该市使用的七位固定电话号码资源将很快将趋于饱和，因此X市本地电话网号码计划于YYYY年MM月DD日由七位升至八位。
为了配合X市本地网电话号码升八位项目的顺利进行，根据互联互通话务处理原则、要求以及X市本地交换网目前网络现状，设计出准确、合理、详细的升位方案和实施步骤。
X市本地交换网采用的设备均为华为C&C08交换机，在7位升8位时采用“真八假七”的预升位方法。整体升位工作简分为七个阶段：升位准备阶段、所有网内交换机号码升位阶段、网内联网测试阶段、网间联网测试阶段、正式升位阶段、正式升位阶段、七、八位并存期、升位结束后。

恳请各位英雄出手相译，小女子定当不胜感激！

Due to the fast development of XX city, the available seven-digit telephone numbers are limited.  In order to increase the capability to meet the demand, the telephone number of XX city will be upgraded to eight-digit numbers on DD MM YYYY.

In order to coordinating the upgrade process, and preventing any failure, according to the situation of XX city, a detailed plan is developed.

For all local Huawei C&C08 switches, they will be upgraded to eight-digit numbers and will be compatible with seven-digit numbers.  There are seven stages in the process:
•Upgrade preparation
•Upgrade
•Test within local network
•Inter-network testing
•Formal upgrade
•Upgrade to eight-digit numbers and capable with seven-digit numbers
•Accessible only by eight-digit numbers

在switcher的基础上改了一点，请指正（说实话，楼主应该是公务员或者电信的人嘛，应该请专业翻译的来做比较好，呵呵）
