why?
why is not bidirectional?
where is the description in protocol?

好像MGC也可以向MG下ServiceChange命令吧？

I had read this section before .Maybe diffrent understand of it.
this description talk us the process after receive "SC" both MGC and MG .
I CAN NOT find the clear sentence of direction with MGC and MG.

I agree with u .MGC is master entity,it can control hole MG.MGC can teardown existing connections or wait Every terminal of MG released and then send a "SC"(force) instead of "SC"(graceful) . it is only two process method .
My interest is MG must have a process of receive a "SC"(graceful) at any moment.
(terminal in NULL context or NORMAL context or others)
because there are description of "SC"(graceful)process in protocol.

When MGC send a SC with method of restart to MG, what should mg do?
1.Do nothing,just reply the command?
2.Firstly MG send reply, teardown all resource, then send a SC with method of restart to MGC?
3.??????
