在看38.331时候，关于ServingCellConfigCommon和ServingCellConfigCommonSIB的关系不是很明白，还有类似的DownlinkConfigCommon和DownlinkConfigCommonSIB字段。后面加上SIB的是通过SIB1配置UE的，那么不加SIB的字段是怎么配置给UE的？还有既然存在了SIB1，为什么还要存在这种不加SIB的字段信息？

看到了这样一句话：The common parameters of the initial bandwidth part of the PCell are also provided via system information. For all other serving cells, the network provides the common parameters via dedicated signalling.
难道对于其他serving cells，ue不接收SIB1还是SIB1中不包含这些可选字段？

简言之，后面带SIB的一些IE是SA组网时，通过SIB1下发的；不带SIB的一些IE用于NSA组网。
