UE不是应该一直监测系统消息吗？那eNB为什么要通过发送Paging消息来通知UE系统消息的改变？
以下是从36.331中摘录出来的，协议里并没有说UE一直监测系统消息。
The UE shall apply the system information acquisition procedure upon selecting (e.g. upon power on) and upon re-selecting a cell, after handover completion, after entering E-UTRA from another RAT, upon return from out of coverage, upon receiving a notification that the system information has changed, upon receiving an indication about the presence of an ETWS notification, upon receiving an indication about the presence of a CMAS notification, upon receiving a request from CDMA2000 upper layers and upon exceeding the maximum validity duration.
