25.331是这么说的：
If an unrecoverable error [25.322] in any of the AM RLC entities for the RB5 or upward is detected:
[list][*] set the IE "AM_RLC error indication (RB>4)" to TRUE;[*] set the variable AM_RLC_ERROR_PENDING_RB5_AND_UP to TRUE.[/list]

应该是业务RB5的RLC层出现了不可恢复性的错误。可参考25。322协议
