Hello experts

In our network, the power consumed by Non HS services is around %55 of the total RBS power.
How can we reduce Non HS power consumption in favor of HS services?
Customer is not willing to activate directed retry or load based handover to GSM, what other alternatives do we have to reduce R99 power consumption.

Below is an example of admission parameters for R99 implemented.
