这个是指该小区是否对DPA/UPA的支持情况
你注意看完整信令，激活集里每个小区都有对应的这两个IE，信令里面表现为对每个PSC给出这两个IE。对比切换前后每个PSC这两个IE的值，就能知道DPA/UPA在切换前后的情况：是否是HSCELLCHANGE，还是从DPA/UPA切换到R99了。每条信令里面只有一个PSC该值是TRUE，但DPA/UPA必须是同一个小区，不能分开。
像你的问题里这个PSC111小区，就是DPA的服务小区，而且上行是R99（上下行必然是同一个服务小区）。你问切完了也是true但有的时候是false，不能单看一个PSC，得全部看完才能知道具体是什么歌切换情况（参考上面一段的原则）

刚好碰到一个问题：
